If you're not swinging your weapon, you're not going to be doing much damage. 20 max energy, 2 pips of regen, and a primary that offers no energy management means spamming non-attack skills from other professions to do damage isn't going to work well. You're better off just adapting what you're using to work better in blind heavy areas rather than scrapping it altogether fro something completely different. The best option is better con removal though.

In blind heavy area's bring hundred blades.
Same as if there is enchantment denial area's don't bring many enchantments.

I keep a shield with -20% blind in one of my weapon sets to switch to in blind heavy areas. I also use plague touch pretty often, only 5 energy and instant recharge.

Where are you playing? The answer to "how do I deal with blinds" varies greatly depending on gametype.
Basically if there's a Bsurge ele camping you in pvp you're screwed unless your team has good condition removal.
If you have constant trouble with it, run both -20% blind shield and runes.
Sometimes you can get away with bringing mending touch, which is an extremely useful skill that saves me repeatedly in AB. (mending touch is better than plague touch btw)

Not necessarily. First, don't forget that they get 2-3 energy for each condition they eat, so they're probably not going to be wasting energy. Second, if a curses necro eats the conditions, he can send them right back out with skills like [plague sending], [plague touch], or [plague signet]. I don't usually have those skills on my curses necro, but they CAN be effective.
